Warning: I apologize in advance if you can’t understand my explanations. OTL

If you have CS3 or CS5, you can use both.. they work completely the same. ^^

1. Open “DVDVideosoft Free Studio” and then Click “DVD&Video”>”Free Video to JPG”.
If you don’t have the program yet, click Here. It will look like this:

2. Click the Browse button and then choose the video you want to convert into frames. I’ll use this Dongwoon fancam for example ^^ and then Click “every” and then place “0.13” instead of “1”. Click Extract when done.

3. Once its’ says “Conversion was completed successfully”, Click that small folder icon near the Close button and you’ll be directed to the folder where the frames are and when you open it, it’ll be like this:

4. Now grab the frames you want to GIF out and then place them in a New folder. Afterwards, you open Photoshop and open File>Scripts>Load Files into Stack.

5. Something will pop up, afterwards click “Browse” and click the folder which has the frames you choose in it and then Ctrl+A to choose all than click OK. xD

6. Wait for awhile until all of the frames have finished loading. Once done, open the animation box(Window>Animation) and click the small icon near the close button and then click “Make Frames from Layers”.

7. Don’t forget to also click “Reverse Frames” as well!(It’s still in the same option button) and then it’ll be like this afterwards.

8. Now since Tumblr only exceeds gifs below 500kb, we have to atleast make the gif a little bit smaller. Go to Image>Image Size and then re-size it. ^^ (Now it’s smaller now.)

9. Now time to save! Click File>Save for Web & Devices and then Click the 4-Up Tab. Choose one of them which is below the 500kb mark. If all of them surpasses the 500kb mark, follow everything below except “Image Size” and other stuff. Put Animation to “Forever” and then click save and put it anywhere you want. 

10. Here is the finishing result. xD
